Florida HIE Transition & New Waived Fee Panel Tier

The Florida Health Information Exchange (Florida HIE) is transitioning to CRISP Shared Services (CSS) in July 2026, and all participating organizations, including all independent providers and practices, must sign a new participation agreement to maintain uninterrupted access to HIE services. The go-live is confirmed for July 1, 2026.

For providers, there’s good news: the updated billing structure expands waived fees for organizations with patient panels under 20,000, a major increase from the previously waived 7,500 threshold. Panel sizes are based on a provider’s average patient roster over the prior year, and per-patient fees apply only once the panel exceeds 20,000. This offers predictable budgeting and reduces cost burden for smaller and midsize care providers.
